To make these first you have to cut rings of toilet paper roll tubes about 3/4 inches wide as shown. After that cut the yarn in almost 14 inches long pieces. To make each hat start making loops of strands as shown and cover the whole ring. Take all the free strands inward and take them out from the other side of the ring.
Tie all the free strands tightly and cut the excess to form a hat with a pom pom. Make more and they are ready to be displayed. Happy crafting!
