To make this storage basket first you have to take some felt and wrap it around a basket as shown. Use some extra length of felt extending out from the rim of the basket. Then start wrapping a rope on the felt covered basket with a hot glue gun. Once that is done cut the curved rim of the basket and take the extra felt inside the basket that will become the lining. After that using metallic paint, paint the basket as shown. You can do it full or leave some part of the basket in the original color of the rope. Happy decorating!
